Kill a man with a gun, that’s murder, kill him with a car while drunk that’s manslaughter. When a doctor kills a man by misdiagnoses: that’s oops my bad. When a doctor or nurses are complicit in a death or pain maliciously or by withholding health care they can do so with impunity.
